The Role of the GOC and Complaints Procedures

The General Optical Council (GOC) is the regulatory body responsible for optical professionals in the UK. In order to work as an optometrist, optician, student optician or run an optical business in the UK, it is essential to be accepted on to the GOC Register. The remit of the GOC is set out in the Opticians Act 1989. The work of the GOC is governed by this and other associated legislation. Fitness to Practise: when the GOC can take action

The General Optical Council (Fitness to Practice Amendment in Relation to Standard of Proof) Rules 2008 has established that the standard of proof is proof based on the balance of probabilities i.e. the civil standard of proof.  The standard of proof is not relevant for interim orders where no findings of fact are made.  Nor is it relevant where there is no dispute as to the facts.  The standard of proof is only relevant where there are facts in dispute between the parties.

GOC Sanctions

  • Financial penalty (except in a health case)
  • Conditions (ordinarily to be followed by a review) for up to 3 years
  • Suspension (ordinarily to be followed by a review) for up to 12 months
  • Erasure (except in a health case)
